Pakistan's Inter Services Intelligence (ISI) held a meeting with terror outfits this month to plan how to counter Indian security forces that have inflicted massive damage to them in Kashmir, DNA has learnt.

At a meeting held in Rawalpindi, the spy agency had lengthy deliberations with Hafiz Saeed-led Lashkar-e-Taiba (LeT), Maulana Masood Azhar-led Jaish-e-Mohammed (JeM) and senior Pakistan Army officials to find out the reasons of losses in the Valley and LoC. LeT and other terror groups expressed concern over massive losses during counter-terror operations in Kashmir, leading to a decline in local recruits to carry out attacks. Central intelligence agencies said that the ISI's main concern is the killings of newly recruited Kashmiri youths by Indian security agencies.

The ruthless manner in which the killings have happened has demoralised youngsters after, sources said.

Also, the ISI is worried over the Indian Army and the Border Security Force's response during retaliatory firing at border posts and growing casualties of its men. The ISI finds difficulties to carry on its old strategy of Border Action Team (BAT) and sniper attacks on Indian personnel as forces are giving befitting responses.

Indian agencies which were in the know of the meeting have begun their counter preparations to tackle fresh designs that the ISI will use to unleash in coming months.

The explosion in Sopore town in north Kashmir's Baramulla district on Saturday by JeM is seen by intelligence agencies as a "precursor" to new the strategy unleashed by the ISI to create problems in the Valley. Terrorists detonated a powerful Improvised Explosive Device (IED) that killed four policemen, including an officer, in the apple-rich town. This is for the first time since 2015 that terrorists have used an IED to target security forces in Jammu and Kashmir.
