Inquiry into KVIB recruitment scam

Under pressure, the Jammu and Kashmir government constituted a high-level investigation committee to probe the Khadi Village Industries Board (KVIB) recruitment 'scam'.

This, following the massive outcry over the appointment of Jammu and Kashmir Chief Minister Mehbooba Mufti's cousin Aroot Madni as Executive Officer in KVIB.

Aroot Madni is the son of People's Democratic Party (PDP) vice-president Sartaj Madni. Madni is the maternal uncle of Jammu and Kashmir chief minister Mehbooba Mufti.

An official spokesman said the government has constituted a committee to conduct an inquiry into the selections made by the KVIB against various posts recently.

An order was issued by the General Administration Department (GAD) of the government and Principal Secretary of the Home Department RK Goyal has been appointed as Chairman while Principal Secretary Health and Medical Education Department Dr Pawan Kotwal, and Secretary School Education Department Farooq Ahmad Shah have been appointed as members of the inquiry committee.

The terms of reference of the High Level Inquiry Committee include: "To enquire into the complaints relating to the alleged unfair selection made by the KVIB against various posts; determine as to whether proper procedure as laid down in the relevant rules was followed, as has been done by the other recruiting agencies or not; enquire into the methodology in selecting the agencies for setting the question, evaluation process etc.; and ascertain whether any deviation has been made in the selection process from advertising the posts to the release of selection lists".

The committee has been asked to submit its final report within one month. Earlier on Feburary 25, the government had ordered a high-level inquiry into the procedural inadequacies in the selection process of the KVIB. The inquiry was to be held by a committee headed by the Chief Secretary BB Vyas.

The appointment of Chief Minister Mehbooba Mufti's cousin had snowballed into a major controversy after state Law Secretary, who was the controller of the examination, questioned the fairness of requirement process and sought CID probe into the issue.

"… There are some complaints against the examination process, that the same was not fair, as Administrative Secretary Industries and Commerce Department also reported the same verbally to me (sic)", said Secretary to Government, Department of Law, Justice and Parliamentary Affairs, who was the controller of Examination KVIB, in a letter to Inspector General of Police, CID, Jammu and Kashmir, on September 9, 2017.
