For the first time, the security forces will splash Bastar region with wanted posters of general secretary of CPI (Maoist) Mullapalla Lakshmana Rao– the topmost Maoist leader of more famous by his nom de guerre - Ganapathy. The prize money for information leading to his arrest is over Rs 2 crore.

Why posters are being put?

The security forces are of the view that fatigue is setting in amongst the Maoist cadre, including the middle level leadership, and many of them now want to live a settled life. The anger among Maoist cadre against the leadership is increasing which could lead to leakage of information to trap and catch Ganapathy and several other top leaders.

Why Ganapathy is so important?

Ganapathy is the topmost Maoist leader since 2004 when two major Maoists groups - People’s War Group (PWG) and Maoist Communist Centre of India (MCCI) came together and formed formidable CPI (Maoist). During his stint, the CPI (Maoist) spread its sway over vast stretches of states like Chhattisgarh, Andhra, Jharkhand, Bihar, Odisha and Maharashtra and came to be declared as the single biggest threat to internal security by former PM Manmohan Singh. He is now the last remaining leader that commands respect and is feared. Security forces think that his arrest can bring faster end to the Maoist insurgency.

What gives hope to the security forces?

Increasing number of desertions and surrenders of Maoist cadres in recent months has enthused security forces. The figures of surrendered Maoist cadre up to August 15, 2014 show an increasing trend over the last year. In the corresponding period last year only 177 Maoist cadres had surrendered, but the figure till August 15 has already touched 260 and the ministry expects it to go up and cross 400. Last year, in all 283 Maoist cadres had surrendered.

What is there in posters and when and where will they be displayed?

The posters will have “Wanted” printed in bold with Ganapathy’s photograph and other physical details described below. Prize money of Rs. 2 crore to the person leading to his arrest will also be mentioned promptly.

The posters will be displayed prominently all over Bastar region and other areas that are frequented by Maoist cadres and sympathisers by the middle of October. They may also be published in popular vernacular dailies of the region.

Who gives the prize money?

The Rs 2 crore prize money is an aggregate of amount that has been declared by four state governments on Ganapathy. Bulk of the prize money of Rs. 1 crore would come from the Maharashtra government that recently hiked it up from Rs 50 lakh.

Rest of the prize money comes from Chhattisgarh that has declared Rs 60 lakh, Andhra Pradesh Rs 25 lakh, Jharkhand Rs 12 lakh and Odisha Rs 10 lakh.
