Those at the helm of affairs of the Shikshan Prasarak Mandali (ShiPra) are not performing their duties, resulting in losses of crores of rupees. One such glaring example has been brought to the fore by a well-wisher. The inaction on the part of ShiPra top brass has deprived the Trust of about Rs1 crore and a lavish bungalow in an upmarket locality in Pune.

One Prabhakar Ganesh Chitale died in 2007 leaving behind a will, saying his 7,000 sqft house on Senapati Bapat Road in Pune be given to ShiPra after his death. His will not only mentioned the handing over of the bungalow to ShiPra but also made provisions for donating crores of rupees to the Trust. Chitale had deposited the money in a few companies, including GTB Colombo.

Through his will, Chitale had expressed the wish to donate to ShiPra $2 lakh deposited with GTB Colombo and Rs3.5 crore invested in seven other companies, including National Metal Industries, Indore Steel and Iron Industries. Interestingly, ShiPra has not made effective follow-up, which has resulted in non-deposition of this amount in its account. As far as the $2 lakh from GTB Colombo is concerned, it is the infighting among ShiPra's governing council members which is responsible for the Trust not realising this amount (approximately Rs90 lakh as per May 2008 calculations).

Chitale was a friend of former vice-chairman of ShiPra governing council Advocate BV Radkar. Radkar said that GTB Colombo showed readiness to hand over the money to ShiPra with the condition that the Trust pass a resolution for the same. Radkar prepared the resolution but since Anant Mate, Uday Salunkhe and other five members refused to sign on the dotted lines, it couldn't be passed. Even after he resigned from the governing council in 2008, ShiPra did not make any efforts to receive this donation, added Radkar.

The will executors had unsuccessfully written many letters to ShiPra for executing Chitale's will so that the bungalow can be handed over, Radkar said, adding that as per the market value of the property, ShiPra's inaction cost it around Rs50 crore. To illustrate his point, Radkar said one Deccan Education Society, to which Chitale had donated another $2 lakh through his will, had claimed the amount in 2010 and received Rs90 lakh after conversion.

ShiPra governing council chairman Abhay Dadhe did not respond to dna's email. Interestingly, the executors of the will Milind Natu, who is the son-in-law of Chitale, and Satish Menon refused to come on record as to what were the reasons for not executing the will. Both told Zee Media that they tried but there was no response from ShiPra Mandali for execution of the will.
