In Mathura, woman forced to carry husband on back for disability certificate

Another saddening incident from Mathura comes to light when a woman was seen carrying her differently-abled husband on her shoulders to the CMO office to obtain disability certificate.

In yet another incident that highlights poor healthcare services in UP, a woman was seen carrying her differently-abled husband on her shoulders to the CMO office to obtain disability certificate in Mathura. 

Vimala went to the Chief Minister's Office office to get a disability certificate for her husband. She was asked to get a picture of her husband to present as a proof of his disability. Hence she was asked compelled to carry her husband on her shoulders. 

Vimala’s husband was a truck driver and due to some medical reasons, he had to get his leg amputated. According to reports by a news agency, Vimala said, “We have no access to a wheelchair or a tricycle. We went to many different offices but still have not got the certificate.”

UP Minister Bhupendra Chaudhary told ANI, “It is a sad incident to happen in a civilised world. We will inspect the case and help accordingly.”

After the issue came to light and Vimala's video went viral on social media the CMO granted her husband the disability certificate. 

Under a state-run scheme, the couple had approached the government before and required a disability certificate. Just to get the disability certificate the couple had been visiting the health centre in Mathura for past several weeks. 

 According to reports by TOI, Badan Singh said that the couple had paid a visit to the CMO's office over three weeks ago and were told that the the disability certificates were just issued on Monday. 

 "We went there again on last Monday and were told that my photograph is required, so we had to again return", he added. 

Later, Additional Chief Medical Officer, Mathura, Dr Rajiv Gupta said that Badan Singh had been provided the certificate of 70 percent disability but he was not aware of his case. He admitted that disability certificates are issued once in a week on Monday and a photograph is required for the form.

He also added that the department would have surely helped them, if they had approached any senior officials and explained their plight. He said under the government's welfare scheme a disability certificate is mandatory to receive the free wheelchair.
