Uttar Pradesh has become the first state in the country to extend reservation in government jobs to acid attack victims, people afflicted with mental illness, dwarfism, autism etc.

The Yogi Adityanath Cabinet had approved a proposal to increase quota in government jobs by adding new categories of Divyangs from 2 to 4 per cent recently. Governor Ram Naik has signed a notification in this regard to pave the way for reservation in government jobs to acid attack victims, dwarfism, people affected with mental illness and disabilities etc.

The notification was issued after making amendments into the state laws for quota to divyangs. A Bill will be introduced in this regard during the forthcoming Monsoon Session of the State Legislature to ratify the amendments.

Additional Chief Secretary (Appointments) Mukul Singhal said that all the government departments have been directed to fix 1 per cent quota in government jobs for the acid attack victims, people suffering from celebral palsy, cured leprosy, dwarfism (below 4 feet 10 inches), muscular dystrophy.

Another 1 per cent quota will be fixed for those suffering from autism, mental illness, hemophilia, thalassemia, Parkinson’s disease, intellectual disabilities and specific learning disabilities. Two per cent quota for divyangs (physically challenged) would continue as it is.

“The move will help boost confidence of these people to be  financially secure and self-dependent in order to join the mainstream of the society,” said Singhal.

After issuance of the notification, all heads of the government departments have been directed to set-up a grievance redressal cells to look into any complaints by these special persons. All complaints will have to be addressed within two months and action taken should be communicated to the aggrieved person.
