Home secretary LC Goyal's honesty precedes him; known as a bureaucrat with diligent work ethics

Prior to being appointed as union home secretary he was secretary in the ministry of rural development. In rural development Goyal is succeeded by Vandana Jena, a 1979 batch IAS officer of Odisha cadre, in RD ministry. She has been given additional charge of RD ministry for three months.

L C Goyal, Kerala cadre IAS officer of 1979 batch, took charge as the new union home secretary on Thursday replacing his tainted predecessor Anil Goswami who was removed in a swift action late on Wednesday at night by prime minister Narendra Modi.

Goswami left his office in the North Block rather unceremoniously and chose not to say anything in his defence. He was facing charges of grave misconduct for his alleged role to stall the arrest of former Union minister Matang Sinh, an accused in multi-crore Saradha scam, by CBI. Telephonic conversions with Matang Sinh's aide Khyati and then with top CBI officials did Goswami in.

Goyal has served in the union home ministry earlier (2002-2007) in the position of joint secretary (internal security) and is known for being honest, hard working and someone with diligent work ethics. During his tenure, the internal security division had only one joint secretary and included naxal management. His past experience in the home ministry and unblemished track record were the reasons for being chosen for the top post.

Describing the new job as a huge responsibility, Goyal said he would take up with utmost sincerity, commitment, diligence and with a profound sense of accountability. To be able to do so, I solicit active support and cooperation of all stake-holders.

"The ministry of home affairs' mandate is essentially to ensure effective maintenance of internal security in the country. To achieve this, necessary mechanisms, policies, and measures are in place. Wherever required and appropriate, improvements will be made within the given time-lines. This will be so done in close association and coordination with the State Governments and Union Territories," said Goyal.
