Hike for ASHA workers okayed

Govt also aims to enrol all workers under social security schemes by the end of October 2019

The Cabinet Committee on Economic Affairs, chaired by PM Modi has approved a hike in the wages of anganwadi workers, helpers and Accredited Social Health Activist (ASHA) workers, linking performance-based incentives to the Integrated Child Development Services (ICDS) Scheme.

The hike will cost over Rs 10,650 crore, and the workers will now be enrolled to social security schemes, including the Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana.

The hike, that will be applicable from October 2018 to March 2020, will benefit the lives of over 27 lakh anganwadi and ASHA workers. The decision of the hike was announced by Modi on September 11 during a video conference he held with ASHA, anganwadi and Auxiliary Nurse Midwife (ANM) workers. For the ASHA workers, the increase in the amount of routine and recurring incentives will be applicable under National Health Mission, and will range from Rs 1,000 to Rs 2,000 per month.

Further, those who had been receiving Rs 3,000 per month till now, will receive Rs 4,500, while those receiving Rs 2,200 per month will be given Rs 3,500 per month. The honorarium for anganwadi helpers has also been increased from Rs 1,500 to Rs 2,250 per month. In addition to that, a monthly performance-linked incentive of Rs 250 has also been approved for Anganwadi helpers for facilitating proper functioning of Anganwadi Centres (AWCs).

A government release said that by March 31, 2019, the Centre plans to bring in 65 per cent ASHAs and ASHA facilitators under the social security schemes, and targets complete enrollment by October 30, 2019. Under the insurance schemes, a worker is eligible to get Rs 2 lakh in case of accidental death or loss of limbs. And Rs 1 lakh for loss of sight of one eye or loss of use of one limb. The annual premium of Rs 12 per beneficiary will be paid by the Centre.

The workers will now be enrolled to social security schemes, including the Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana where they will be eligible to get Rs 2 lakh in case of accidental death or loss of limbs. And Rs 1 lakh for loss of sight of one eye or loss of use of one limb
