The world's most wanted terrorist Hafiz Saeed, who is currently under arrest in Pakistan, and his deputy Shahid Mahmood have set up sleeper cells and logistic bases in Delhi and Haryana, claimed the National Investigation Agency (NIA) on Saturday. Saeed, mastermind of 2001 Indian Parliament attack and the 2008 Mumbai attack, was arrested for the seventh time on July 17. While India termed Pakistan act a 'drama', the US administration made it clear that it should not be just a 'window dressing'.

"Hafiz Saeed, along with his deputy Shahid Mahmood, conspired in 2012 to create sleeper cells and logistic basis in Delhi and Haryana under the garb of religious work like construction of mosque, madrasa education and financial assistance for marriage of poor Muslim girls and other activities," the terror investigative agency said.

It said Saeed, who founded Lashkar-e-Taiba and Jamaat-ud-Dawa (both banned outfits world over) through its 'charity' organisation Falah-i-Insaniyat Foundation (FIF), started sending funds to India through hawala routes based in Dubai to create sleeper cell bases.

Saeed's deputy Shahid Mahmood tasked his associates "Mohammad Kamran, a Pakistani national based at Dubai, for re-routing funds from Pakistan to Dubai and further to India through hawala channels".

"Mehmood further tasked Kamran to identify such persons who could be given this fund in the name of construction of mosque, education in madrasas, marriage of poor Muslims girls, medical assistance to increase its base and motivate sympathisers initially," the agency said.

NIA stated that during this preparatory work, the target persons were "intended to be used for creating sleeper cells and hideouts".

Accordingly, Mohammad Kamran identified a few Indian nationals in Dubai and also identified one Indian national, Mohammad Salman, a resident of New Delhi. He started transferring large amount of funds through hawala with the help of Mohammad Hussain Molani in the name of religious work, i.e. construction of mosque Khulfa-e-Rashideen in Uttawar, Haryana and for marriage of Muslims girls. Accused Mohammad Salman had also received huge funds from Mohammad Kamran from Dubai through above mentioned Mohammad Hussain Molani.

This revelation came in a charge sheet filed in a terror funding case registered against Falah-i-Insaniyat Foundation (FIF) in Delhi last year.

The agency has identified a few sleeper cell members and has arrested them and is further probing other accused, who are absconding, in the case.
