Despite the state's infrastructure, education still remains a concern particularly in the rural and distant areas. As a result the government has passed a resolution for an open school system in the state.

Dr Hasmukh Adhia, principal secretary, education department, said the system will be implemented in the state by June next year.

This system will help those who had no access to regular schooling in appearing for the SSC and HSC examination. He was speaking at a seminar on Industry Responsive Skill Development - The Emerging Trends in Gujarat organised by state government.

With regular admissions available under the open school system for people willing to learn from distant places, the schools will serve as study centres for them. "We wish to cover 1 lakh people under the system in the first year of implementation," said Adhia.

The government also plans to implement choice-based credit system, which is already in place for the post-graduate level, at the undergraduate level from June 2011 onwards.

Meanwhile, the shortage of availability of skilled manpower was also discussed at the meet. This is because even the Industrial Training Institutes (ITI) use obsolete machinery to train their students.

"There is a need to upgrade the ITIs," said Dinesh Awasthi, director, Entrepreneurship Development Institute of India.
Commenting on the same, Vajubhai Vala, minister of finance, transport & labour and employment, said, "Qualified workers aren't enough we need skilled workers."

Maheshwar Sahu, principal secretary, industries and mines and Dr Varesh Sinha, additional chief secretary, labour and employment were also present at the seminar.
