The tug of war between both the alliances, BJP-Shiv Sena and Congress-NCP for the important posts, the government is not in a position to constitute various important committees.

The government is yet to constitute 35 odd committees, which include important committees of both the Houses of the state assembly. The bone of contention among the opposition parties is that both the Congress and NCP have put their stakes for the Public Accounts Committee (PAC). The head of the PAC has the status of a minister. During the Congress-NCP government rule, it was Girish Bapat (BJP) who was heading the committee.
Incidentally, it is now Bapat's primary responsibility to expedite the issue of constitution of these committees as he is the parliamentary affairs minister in the new government.

For every committee, there are a number of aspirants making it a problem of plenty. This problem is coupled with the relationship between Shiv Sena and BJP which is witnessing rough weather every passing day with Sena sparing no opportunity to corner BJP and criticise it. This has also resulted in non-constitution of the committees.

An official said that in the past fifteen years, during the Congress-NCP regime, every time the committees were constituted in a matter of the first 2-3 months of the government coming to power. It is for the first time after 15 years that important committees have not yet been constituted.
