Bukhari served as a minister in the BJP-PDP government headed by Mehbooba Mufti.
A senior Peoples Democratic Party (PDP) leader on Wednesday confirmed that his party has agreed to join Congress-National Conference alliance to form a coalition government in Jammu and Kashmir.
"My leadership has confirmed it to us that the three parties (Congress, PDP and NC) have agreed to make a coalition to defend the special identity of the state politically and legally. Very soon you will get a good news," Altaf Bukhari said.
An MLA from Amira Kadal constituency, Bukhari served as a minister in the BJP-PDP government headed by Mehbooba Mufti.
Earlier, Congress leader Ghulam Nabi Azad hinted that a seemingly unlikely coalition of Congress-PDP-NC may form the next government in the state. According to reports, the Congress leadership has approved a tie-up.
"We parties are of the view that why shouldn't we come together and form the government. Still we are not at the stage to form the government, but talks are going on," said Azad.
The state is under governor's rule which expires on December 19. In June, Bharatiya Janata Party pulled out of the PDP-led coalition government in the state, saying it has become impossible to continue in the government in view of the growing radicalism and terrorism in the state.
In the state elections in 2015, the BJP won 25 seats and the PDP 28 in the 87-member assembly. The two parties came together to form the government with an Agenda of Alliance. The PDP has 28 legislators in the 87-member Jammu and Kashmir assembly, Congress has 12 and the National Conference has 15, which places them well ahead of the majority mark of 44. Last week, Governor Satyapal Malik said that Jammu and Kashmir is headed for President's rule but the state assembly will not be dissolved for now.
President's rule can be imposed after the Union Cabinet, headed by the prime minister, makes a recommendation to the president to this effect following a report of the governor.
Under such circumstances, there is no need for the Centre to get a parliamentary nod for extension of central rule beyond December 19. While the Governor's rule in Jammu and Kashmir is imposed under Section 92 of the state's Constitution, President's rule is imposed under Article 356 of the Indian Constitution.
