Former chief of Research and Analysis Wing (RAW) Vikram Sood has said that there is no point in having talks with the new Pakistani government, since its policy is being decided by Rawalpindi, not Islamabad. The headquarters of the Pakistani Army are located in Rawalpindi. Sood, who was the RAW chief from 2001-2003, under former PM Atal Bihari Vajpayee said a categorical no to any talks between New Delhi and Islamabad.

Speaking exclusively to WION, he said, "Time hasn't come to talk to them. They need to give evidence that a change of heart has happened and they have shut the terror machinery."

Warning against the futility of talks with Pakistan, the former RAW chief said, "It's the same every time. Why the enthusiasm to talk to them? Actual change hasn't come in Pakistan. Power is in Rawalpindi. (Imran Khan's) His role is limited."

Pakistan PM Imran Khan had tweeted that India and Pakistan must indulge in a proper dialogue. Slamming the ISI, Sood said the agency has been "very effective in creating terror in India. India cannot give them a charter of demands, asking them to stop".

Recently, Sood came out with a book "The Unending Game: A Former R&AW Chief's Insights Into Espionage" which talks about how the world of a spy works.

The former raw chief said that India needs to pay attention to China. "China has ambitions. It has tied up with Pakistan. Beijing uses Pakistan as a foil against India. What China does and can do is much more than what Pakistan can do," he said.
