Fearing washout of session, Tamil Nadu MPs suspended from both Houses

According to Rule 255, the Chairman may direct any member whose conduct, in his opinion, is grossly disorderly, to withdraw immediately from the council.

Lok Sabha Speaker Sumitra Mahajan on Wednesday took stern action by suspending 24 AIADMK MPs for the next five consecutive sittings for protesting and creating ruckus continuously in the House over the Cauvery issue. The proceedings in Parliament were disrupted for the 12th consecutive day, raising fears that the winter session may head towards a complete washout.

Soon after the House reconvened after adjournment, AIADMK members trooped into the Well with placards and flinging torn paper. A visibly peeved Mahajan suspended 24 members of AIADMK under rule 374 (A) that allows Speaker to suspend members in the event of grave disorder occasioned by a member coming into the Well of the House or abusing the rules of the House, among other things. The AIADMK has 37 members in Lok Sabha that also includes Deputy Speaker M Thambidurai.

Earlier, Rajya Sabha Chairman M Venkaiah Naidu ordered members of AIADMK and DMK to leave the House for the day when they continued to protest in the Well over the Cauvery issue. Continuous protests by the AIADMK and DMK MPs over the Cauvery issue forced Rajya Sabha Chairman Venkaiah Naidu to adjourn the house for the day. The House had to be adjourned twice in the afternoon amid din over the issue and finally for the day, minutes after it reassembled at 3 pm.

With the AIADMK and DMK MPs constantly shouting slogans against the government and demanding 'justice' over the Cauvery issue, Naidu had to invoke Rule 255, asking over a dozen members of both parties from Tamil Nadu to leave the House for the day.

According to Rule 255, the Chairman may direct any member whose conduct, in his opinion, is grossly disorderly, to withdraw immediately from the council. As per the rule, any member so ordered to withdraw shall do so forthwith and shall absent himself during the remainder of the day's meeting. MPs from Tamil Nadu are protesting against the Karnataka government's move to construct a dam in Mekedatu over Cauvery river and are seeking the Centre's intervention in the matter. Both AIADMK and DMK believe the construction of the dam will choke the water supply to the state and would have adverse effects on the farmers.

Even though Parliamentary Affairs Minister Vijay Goel and Naidu requested the members from Tamil Nadu to allow the Water Resources Minister Nitin Gadkari to deliver his statement on the issue, the MPs continued their protest in the Well, with four DMK members also joining to associate with them.
