After discouraging performance in the 'Swachh Survekshan' or cleanliness survey last year, Maharashtra government has decided to offer cash incentives to rank holder cities in clean city initiative. Chief Minister Devendra Fadnavis has proposed to give incentive to municipal corporations and local bodies for scoring a good place in the Swachh City rankings.
After discouraging performance in the 'Swachh Survekshan' or cleanliness survey last year, Maharashtra government has decided to offer cash incentives to rank holder cities in clean city initiative. Chief Minister Devendra Fadnavis has proposed to give incentive to municipal corporations and local bodies for scoring a good place in the Swachh City rankings.
The state government would be offering incentives to cities from the state which would secure place in the first 50 clean cities. Last year, Navi Mumbai was on rank 8 and it was the only city from Maharashtra in the list of ten cities at the national level. The second dirtiest city was Bhusawal from Maharashtra , after Gonda in Uttar Pradesh last year.
Mumbai's position dropped to 29 in 2017 from 10 in 2016. These rankings are a part of the Swachh Bharat initiative launched by Prime Minister Narendra Modi.
Chief Minister Devendra Fadnavis on Wednesday reviewed Maharashtra's preparedness for the survey which would start in January and is conducted by the Quality Council of India (QCI).
Fadnavis has announced a prize money of Rs 20 crore to the cities that are covered under the scheme Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and Rs 15 crore for cities securing a rank from 4 to 10. For cities like Mumbai which are not part of AMRUT scheme, the three toppers would win Rs 15 crore, top 10 would get Rs 10 crore and cities securing rank between 11 and 50 would get Rs 5 crore as incentive.
Fadnavis has also announced a 'Swachh Ward,' or clean ward competition and said that a third party survey for all Municipal corporations in the state would be conducted between January and February 2018. The first three wards of 'A' and 'B' category corporations would be given Rs 30 lakhs, Rs.20 lakhs and Rs.15 lakhs, respectively and ward from the C and D corporations would get Rs.50 lakhs, 30 lakhs and 20 lakhs and wards of 'C' and 'D' category corporations respectively.
This would be the third survey to be conducted in 2018, first was conducted in 2016.The Department of Industrial Policy and Promotion (DIPP) under the Ministry of Commerce and Industry is the nodal ministry for the QCI. They have covered 434 cities and towns with a population of 1 lakh and above. The survey aims at capturing the outcomes of ongoing efforts to stop open defecation in urban areas and to improve the door-to-door collection, processing and disposal of Municipal Solid Waste.
