Extensive training to make Rajasthan roads safer

State transport dept to make road safety sensitisation prerequisite for writing permanent driving licence test.

In an attempt to check the rising number of road mishaps across Rajasthan, the state transport department has decided to train those seeking permanent driving license. The measures set to be adopted are in addition to the ones already in place. The transport department currently screens a film educating applicants of learner’s license about road safety.

According to the data released by the National Crime Record Bureau this year, as many as 9,528 people were killed in road accidents across the state in 2012. This figure has earned Rajasthan a spot among top five states across India in terms of highest number of deaths in road mishaps.

In the first phase, the training programme would be launched at the divisional headquarters and later extended to all the license centres across the state.

Under the new training programme, a short documentary film would be screened educating drivers about the loss to life and property caused by road accidents, followed by a slide-show focusing on traffic rules and statistics related to casualties. 

Towards this end, the transport department has made eight panels of trainers to instruct at all the divisional headquarters, at least once every day. They would be paid Rs500 per session. Trainers had been selected from NGOs and prominent social service activists. There would be two panels of instructors at Jaipur, one each at the Jhalana Doongri and Vidhyadhar Nagar license centres.

“A training programme would be held to train the trainers at HCM-RIPA on December 20,” said Pawan Arora, senior additional commissioner at the Transport Department.

Existing formalities
As a rule, all applicants seeking learner’s license should be shown a short film on road safety and traffic rules before being allowed to take the test. But in reality, this rule, introduced a few years back, remains only on paper. Applicants directly appear for the multiple-choice type test at the computer kiosks and are given licenses based on their score.

New procedure

Now, the traffic department plans to educate those seeking permanent driving license about lives lost and related statistics through slide-shows and short films. The two-hour-long training would be a prerequisite for taking the driving test. Officials are sure that if followed this training would reduce road mishaps in state.
