Exhausted government seeks help from all-party delegation

The visit may be extended for an extra day in case the delegation decides to meet stakeholders in Jammu region, sources added.

Speeding up the process to reach out to the protesting public and restore peace and normalcy, an all-party delegation will visit Kashmir for two days on September 4 and 5. In an effort to make the delegation's visit worthwhile, the government, in a goodwill gesture, lifted curfew from several parts of the Valley on Monday after imposing it for 53 continuous days.

Led by union home minister Rajnath Singh and comprising senior leaders of national mainstream parties, the delegation is expected to interact with wide-range of people from cross-section of society in Kashmir to bring the tempers down through political outreach and make the atmosphere conducive for dialogue.

The visit may be extended for an extra day in case the delegation decides to meet stakeholders in Jammu region, sources added.

The decision to send the all-party delegation was fine-tuned in an hour long meeting held on late Sunday evening between Rajnath Singh, BJP party president Amit Shah, finance minister Arun Jaitley and minister of state for PMO Dr Jitendra Singh. The decision was made public after it got a nod from Prime Minister Narendra Modi on Monday, said official sources.

Sources said the government finally decided to send an all-party delegation after considering and analysing the lukewarm response to Rajnath Singh's visit and virtually no impact of PM Modi's appeals in improving ground situation in Kashmir.

In last one month, besides Rajnath visiting Srinagar twice and making several appeals replete with healing touch, PM Modi also spoke or issued statement on Kashmir at least on three occasions. But nothing has had any impact in Kashmir and it continues to be on the boil.

The Centre is hopeful that lifting of curfew and visit of the all-party delegation will finally provide it a window of opportunity to be heard in Kashmir which can be used to restore normalcy and bring other stakeholders, including separatists, at least across the table for a dialogue.

To make the delegation's visit result oriented, the Centre is trying to include those leaders from the mainstream parties who carry some respect and weight in Jammu and Kashmir in their personal capacity.

"Parties are being communicated accordingly and the composition of the delegation will be announced in a day or two," sources said.
