Envoy Luo Zhaohui floats idea of China-Pak-India trilateral summit to tackle 'common challenges'

In a significant development, Chinese envoy to India Lou Zhahohui has proposed trilateral summit between three neighbouring countries of India, Pakistan and China on Monday. Speaking in a seminar titled, " Beyond Wuhan: How Far and Fast Can China-India Relations Go", Chinese ambassador proposed several possible pathways towards moving forward India- China relationship. 

Envoy said that India and China need to avoid a Doklam like situation in the future, where soldiers of both countries were locked in a stand-off for over two months. He also proposed trilateral summit among China, Pakistan and India in the lines of China, Russia and Mongolia summit on the sidelines of SCO. 

It will be interesting to see if India warms up to such proposal. India has always said that Kashmir, which is one of the major difference points between  India and Pakistan is a bilateral issue and has steadfastly refused any suggestions for third-party negotiations. It is unlikely that India would mellow its stance in this specific point at this point in time.  For China, India not coming on board for its OBOR project remains a major cause of concern. India has decided against it as parts of the projects go through Pakistan Occupied Kashmir. 

Lou later took to Twitter to outline some of the salient features which should guide the Sino-Indian relationship. 

Envoy said,"  We need to control, manage & narrow differences through expanding cooperation. The boundary question was left over by history. We need to find a mutual acceptable solution through Special Representatives' Meeting while adopting confidence-building measures". He also highlighted how the relationship has gone beyond 'bilateral scope'. He said, " We need to enhance coordination & cooperation in SCO, BRICS, G20 and join hands to tackle global challenges."

Growing trade deficit has been one of the pet peeves of Indian side through the years. To tackle that envoy said, " 

According to Ambassador, the informal summit in Wuhan was beginning of a new phase in India-China relationship. 

Luo Zhaohui  said, " The Qingdao meeting is essentially the continuation of the #Wuhan informal summit. In Wuhan, the summit created a new model of engagement between the two leaders. It is of great significance, fruitful and a milestone in the history of bilateral relations."

Mentioning the importance of the summit, he said, " Strategic communications, meetings, heart-to-heart dialogues are important. What’s equally important is to implement the consensus, transmit leaders personal friendship down to the people, and take more concrete actions. The Qingdao Meeting has shown the right direction."

He gave a 5C formula of communication, cooperation, contacts, coordination, and control. to harbour the relationship between two countries. Special care and attention is needed to attend to this 'multifaceted and complicated' relationship said Luo Zhaohui. He said," How to coexist with each other, how to look at the respective development and how to judge intentions of China and India, are key issues that urgently call for the strategic guidance from the leaders. We need to enhance strategic communication and increase mutual understanding".

He particularly emphasised on people to people contact to grow trust between the two nations that would help in narrow down differences. PM Modi and Xi Jinping met in Wuhan to reset relationship between two countries after last year's chill. They later met at sidelines of SCO and decided that the second round of informal meeting will be held in India next year. Apart from outstanding border issues, the point of OBOR, NSG membership are some of the major sticking points between the two countries.
