Lauding Bihar CM Nitish Kumar's developmental agenda, President Pranab Mukherjee on Friday said there is immense potential in developing human resources in eastern India and exhorted governments to prioritise investment in the education sector.

Mukherjee was speaking at the inaugural session of the International conference on 'Bihar and Jharkhand: Shared history to shared vision' organised by Asian Development Research Institute as a part of its silver jubilee celebrations in Patna.

"International experience shows that for specially disadvantaged regions, human development could indeed be an alternative development strategy. A logical requirement of this will be prioritising investment on education beyond what would happen under 'normal' circumstances," Mukherjee said.

Praising Kumar's developmental efforts, he said, "The growth performance of Bihar economy has been steady over the past one decade, registering an annual growth rate at 10.5 per cent. This is a remarkable achievement. Bihar has shown the way in implementation of many social development schemes."

The President also urged states to look beyond techno-managerial solutions to development issues. "For seriously disadvantaged regions like Bihar and Jharkhand, a strategy of development requires policy makers to unleash the productive forces of the economy, not just unquestionably follow a path of industrialisation, as was done by countries or regions which had developed earlier," he said, citing the example of Bangladesh, which effectively charted an innovative path of development.

Ram Nath Kovind, Governor of Bihar, CM Nitish Kumar, Tejashwi Prasad Yadav, Deputy CM, and a host of other dignitaries were present at the event.
