"There are reports that I have complained to EC over advertisements in e-papers against BJP... I want to clarify that I have complained against violation of the Representation of the People Act, 1951 by the ruling party as well as other political parties," he said in a statement. "I have also brought to the notice about the Election Commission's failure in carrying out its duty in this regard," he added.
In a representation to the Election Commission yesterday, he had demanded action against BJP and other parties for soliciting votes for the February 7 elections in Delhi through e-papers which is barred under Section 126 of the Representation of the People Act, 1951. To press his argument, he quoted clause B of Election Commission notification of October 25, 2013 which stipulates that "Instructions of the Commission contained in its order ...shall also apply mutatis mutandis (necessary changes having been made) to websites and shall fall under the purview of pre-certification."
"...it is clear that provisions of RP Act and other guidelines of model code of conduct are being blatantly violated by BJP and voters of Delhi are being influenced through such unlawful advertisements on various e-papers...," he had said. Govindacharya, who has held various positions in BJP before getting estranged, had also demanded blocking all such web pages displaying the advertisements and penal action against the candidates and parties for violations.
