Members of Parliament asking a question and then being absent from the House is a practice that Rajya Sabha Chairman M Venkiah Naidu does not approve of.

On Tuesday Naidu made it clear that this is not a good practice, observing that some MPs who had put up questions were not present during question hour.

"Surprisingly, five or six members who had questions listed against their names did not turn up. They have the liberty. I don't deny it. At the same time, we have a responsibility. If you file a question, so much time, energy and resources are spent. Not coming to the House is not a good practice. Keep that in mind," he said.

He said this towards the end of question hour as a series of members who had put up questions were not present in the House. Skipping through their questions quickly remarked, "He is also not there. Something special is happening."

Naidu has been a strict disciplinarian since he took over as Chairman and has been presiding over his first full session.

He has been urging MPs to follow etiquettes and maintaining decorum in the House. He is often heard saying, "Don't address each other, address the Chair," whenever a war of words breaks out between a member and a minister.

While Naidu made it clear that he is not in favour of MPs who have asked questions missing the proceedings, he also compliments the members as the Rajya Sabha set a record after 15 years by taking up all the 15 listed starred questions during the Question Hour. In addition 18 members spoke on issues of public importance during the Zero Hour.

When some members complimented the Chairman for smooth conduct of business, Naidu returned the compliment saying, "Your cooperation is good, so my operation was very smooth... that's why the House was able to set this record."
