Nearly a month after creating a big political hoopla on Telangana, with both the UPA and the Congress working committee deciding in favour of carving out a new state, the government is yet to send an administrative signal to begin work on it.

To present note on Telangana before the cabinet for a go ahead does not require much spade work which could be prepared within days by the Union home ministry. The real work starts after that when a group of ministers would be required to look into all aspects of bifurcation.

While it is difficult to say why the government has kept it in abeyance so far – is it because of volatility of statehood demands from various other quarters like Bodoland, Gorkhaland, Karbi Anglong and Vidarbha or has it remained genuinely engrossed in the important legislative work like the food security bill?

Interestingly, soon after Congress’ decision on Telangana, the government chose to give a non-committal and ambiguous reply on the same subject in the Lok Sabha. On being asked by MP Arjun Meghwal whether the government is considering any proposal regarding creation of Telangana, the government said, “regarding the formation of Telangana state a number of substantive matters and procedural issues have to be addressed. These matters are under consideration of the government… no time frame can be given due to inherent complexities of the situation.”

In the current situation, sources said, indications are that government may yet again ask AK Antony to call an all-party meeting to discuss the bifurcation issue.
Antony heads the committee to look in to the situation arising out of the decision to form separate Telangana state after bifurcating Andhra Pradesh.

After declaration of Telangana, the committee has already met anti-Telangana leaders from Seemandhara and is proposed to meet the pro-Telangana leaders soon.

Government insiders concede that while on the face of it all political parties were playing to the gallery by talking in favour of Telangana, deep inside they were not very keen on it and the Congress decision took them with a bit of a surprise as they were not expecting the Congress to yield.
