Fork out up to Rs 50,000 and get a fake medicolegal certificate from Agra’s Sarojini Naidu Medical College (SNMC) to wash your hands of a crime or to implicate somebody — all off the college’s records.

Dr AK Singh, emergency medical officer at SNMC, has been offering his “services” for years now. Two trusted touts bring him “clients” and the doctor obliges their requests  for anything between Rs 35,000 and Rs 50,000, depending on the “gravity” of the medical condition that they want to show.

From showing simple cuts to severe contusions, Dr Singh can conjure up anything on a healthy body, on any date, and for any age. Former college principal SK Garg had caught Singh making fake certificates during an inspection of the emergency section on February 2, 2016, and issued him a warning letter, which is with DNA.

In two more letters, Garg appealed to the authorities, (UP chief secretary, health, July 22, 2016; and Director General Health Services, June 1, 2016) to transfer the doctor, citing “dissatisfactory work” and “suspicious character”.

On June 22, Garg, who had ordered that only cases brought by the police or that had been in emergency, would be entitled for a medical certificate, caught Singh conducting an illegal medical exam. On pages 64 and 65 of the medicolegal register that year, Garg found two fake certificates had been issued.

Page 67 was left blank. When asked to comment,  Singh said, “I told Garg that the cases for which I have been accused of making false certificates must be contacted as their addresses have been mentioned. I told him the forensics team could check them. But it never happened.”

Told that DNA had recorded his discussions about rates with touts, Singh said, “I will have to hear the recordings. May be we were discussing something else and it got misconstrued.” Singh said.

DNA’s investigation has revealed that over 140 cases were lodged on the basis of certificates issued by Singh. Agra resident Ashok Kumar Tomar told this paper that his brother was assaulted by robbers who got a fake certificate from Singh to avoid police action. “I complained against the doctor to the CM, health department, chief secretary, but in vain,” Tomar claimed.

T: How much injury did you show?

D: I have shown head injury, an inside wound on chest, injury to hands, contusion on upper arm...

T: Will this qualify for slapping IPC 326 (injuring someone)

D: Yes.

T: OK sir, Namaskar

Dr Singh: Yes Pradeep

Tout: Yes sir. What orders?

D: Come at noon, give a thumb impression. I’ll fill up rest (injuries)

T: Sir, request you to show grave injuries. I will revise the rates.

D: How grave? T: Internal wounds

D: OK I’ll show these. What day do you want to be shown... I can show anything you want.
