According to ground intelligence two days after the announcement of Sharma's appointment on October 23, Syed Salauddin, who heads the United Jihad Council, an umbrella group of terror organisations active in Kashmir, in a meeting on October 25 gave instructions that 45-50 terrorists should infiltrate India and carry out strikes aiming to disrupt any efforts for a dialogue.
ISI and Pakistani army officials were also present in the conference held in Muzaffarabad, according to reports based on human and technical intelligence shared with top officials in the security establishment.

Intelligence inputs indicate that Pakistani terror groups, with the help of Pakistani army, will continue infiltration attempts even as winter sets in.
Security agencies have also indentified 10 locations from where the terrorist infiltration or a cross border raid that included Paksitani army regulars can take place. Movement of terrorists and intercepts at these locations indicate they are planning a strike.
Over the last one year, since the killing of Hizbul Mujahideen commander, there has been an escalation in violence. The stone-pelting mobs including women and children clashing with security forces had become a routine affair last year. With terror outfits luring local youth and terrorists burning down schools, the dialogue process will help bringing them back to mainstream.
The security forces have gunned down nearly 180 terrorists this year compared to 150 in 2016.
