Digital locker to be soon linked to e-registration of documents

People going in for e-registration of documents such as leave and license agreements will soon be able to save these papers in a soft format on the Centre's digital locker. It will make it easier for people to store, retrieve and share these documents with other agencies safely.

"We are planning to link e-registration with the digital locker," said Dr Ramaswami N, Inspector General of Registration and Controller of Stamps. He added plans were afoot to promote the e-registration system.

The Aadhaar-linked DigiLocker, a a part of Prime Minister Narendra Modi's ambitious Digital India scheme, will enable people to safe-keep their documents such as those related to address, identity, education and property in a paperless format in the repository's free storage space. The cloud-based system will enable people and agencies to push these documents into the locker and share them electronically.

"Once the registration is completed using the UIDAI card, we will automatically send the papers to the digital locker. So people can automatically retrieve them," said Ramaswami, adding that the process to ensure the integration between the two systems was underway.

The e-vault, which enables users to upload, e-sign and share documents, has around 9,88,608 users so far, who have stored 9,74,579 documents. It will also reduce the dependence on physical documentation.

Apart from leave and license documents, people can also register first sale of flats by developers and MHADA allotment letters from the Konkan board through e-registration.

The department of registration and stamps is gradually making it mandatory for executors of leave and license documents to go in for e-registration at empanelled service providers by doing away with manual registration at its offices.

The move has already been initiated in Mumbai with four of its 25 offices. This will reduce footfall as these agreements form a bulk of the registration burden in the city.

Officials said the Aadhaar-based e-registration will help people file documents at their convenience, do away with the necessity of coming to government offices and being fleeced by agents. This may, however, inconvenience those who do not hold Aadhaar cards or are unaware about the facility.
