With an increase of 416 points, the Dibang Valley district in Arunachal Pradesh has seen the highest improvement under the Beti Bachao Beti Padhao programme, followed by Lakshadweep, Hamirpur (Himachal Pradesh), Kadapa (Karnataka) and Pulwama (Jammu and Kashmir), according to officials of the Ministry of Women and Child Development.

Officials added that of the 161 districts with the worst sex ratio at birth (SRB), where the flagship programme of the BJP-led government was implemented, a total of 104 districts showed an increase in the SRB. "In 119 districts, the first trimester registration showed improvements, while 12 districts remained stable. In 146 districts, there were improvements in institutional delivery," WCD secretary Rakesh Srivastava said, adding that the ministry was considering extending the scheme to all districts.

In 2015-16, the SRB of Dibang Valley was 761 points, and it rose to 1,176 points in 2016-17. In Lakshadweep, there was a 122-point increase, from 832 to 955 points, while Hamirpur recorded an increase of 94 points, from 849 to 943 points.

In Kadapa, there was a 74-point increase from 900 to 974 points, and Pulwama made a 69-point jump from 949 to 1018. The data, officials said, were computed till March 31, 2017.

Officials added that while the districts were chosen on the child sex ratio (CSR) numbers from the 2011 census, the progress was counted on the basis of the SRB. The national CSR as per the 2011 census was 918, which means 918 girls were born for every 1,000 boys.

SRB data is collected by state officials from the registrations of births and is eventually compiled to compute the CSR.

In terms of secondary education, officials said that while the target was to ensure 76 to 79 per cent enrollment of girls in the 161 districts in 2016, they achieved 81 per cent enrollment. The target for 2017 was to have 85 per cent enrollment.

"If we draw a vertical line across the map of India, states on the left side have low sex ratio," said Srivastava, adding that despite the slow progress, things are looking up.

In Haryana, the state with the worst child sex ratio (834), when the programme was launched, 14 of the 20 chosen districts showed an improvement, informed joint secretary K Moses Chalai. "In Rajasthan, of the 14 districts, 10 showed improvement, while in Punjab, which had the worst sex ratio after Haryana, 14 of the 20 districts showed an increase," said Chalai.

Chalai added that the districts with the highest points of decline in SRB were Manipur's Saiha (898 from 1,022), Nicobar Islands (839 from 948), Jammu and Kashmir's Shopian (959 from 1,062) and Bandipur (885 from 964), and Uttar Pradesh's Ghaziabad (908 from 977).
