Delhi: Watch before you dump

East civic body marks dumping grounds for construction and demolition debris; a fine of Rs 5 lakh will be levied for non-compliance to the order.

The East Delhi Municipal Corporation (EDMC) has identified 15 sites for dumping of malba — construction and demolition waste. Anyone who dumps such debris at any place other than the designated sites will have to pay a penalty of Rs 5 lakh. The EDMC decision follows a direction from the National Green Tribunal against dumping malba on the banks of Yamuna river.  

According to a senior EDMC official, the civic body will issue a public notice in couple of days, informing citizens about the designated sites. “Eleven sites are in Shahadra (South) Zone, while the rest four are in Shahadra (North). People will be informed about the exact locations of the designated sites through public notice. After that, any private person or company or a government agency found violating the direction shall be punished with a penalty of Rs 5 lakh for causing pollution and for  the cost of removal of debris from the site,” said director (press and information) of EDMC, Yogendra Singh Mann.

On July 22, the National Green Tribunal, while hearing a petition filed by Manoj Misra of the Yamuna Jiye Abhiyan, an NGO, had invoked the ‘polluter pays’ principle to deal with the problem. The Tribunal in its order had specified the penalty of Rs 5 lakh for causing pollution. The offender will also have to remove the debris.

The Tribunal had also directed concerned authorities, including the Delhi Development Authority, EDMC and the Delhi Metro Rail Corporation to ensure that all debris at the Geeta Colony area be removed by August 15.
