Delhi government formation: Deadlock continues; BJP likely to turn down Lieutenant Governor Najeeb Jung's proposal

Confusion continues to persist over government formation in Delhi. With Supreme Court coming down heavily on Lieutenant Governor of Delhi Najeeb Jung on having failed to call the single largest party to form the government. Jung is now to call upon BJP for government formation.

But BJP which is falling short of six seats to form the government, is likely to take a moral stand and turn down L-G's proposal. In all possibility, national capital is inching closer to a fresh polls.

The elections in Delhi likely to take place early next year.

Delhi has been under President Rule since February 14, after Arvind Kejriwal led Aam Aadmi Party government resigned. Delhi assembly continues to remain in suspended animation since then.

AAP now has 27 MLA and BJP and allies which earlier had 32 MLAs now have 29, after three of its MLAs won the Lok Sabha elections. Congress in the election was reduced to mere eight seats.

Election Commission has called for a by-election on these three seats. By-elections are to take place on November 25. However deadlock over which party will form the government will continue to remain, whether BJP or AAP wins these three seats. No party will be able to get to the magic number of 36.

President Pranab Mukherjee is learnt to have asked Delhi L-G to call upon single largest party to form the government in Delhi. "Why was there a five-month delay in breaking the Delhi deadlock? The LG should have taken decision at the earliest," the court has asked the Delhi Administration.

The court’s reaction came after Centre informed the court that President has asked the L-G to call upon the single largest party to form the government.

BJP, in December last year under the leadership of Dr Harsh Vardhan took a moral stand and refused to form government for having failed to get the numbers. After which AAP formed government with outside support of the Congress.

The BJP leaders on Tuesday continued to take the same stand, after Jung told the Supreme Court that it will be calling upon the single largest party to form the government. “We are ready for a fresh election in Delhi. We want the election to take place by February next year,” said Union Minister and senior BJP leader and Venkaiah Naidu. The state leadership continues to keep mum and said that it will wait for the LG’s invitation before taking a decision on government formation.

Election Commission meanwhile has announced by-polls in three assembly seats. Krishna Nagar, Mehrauli and Tughalaqabad seats have fallen vacant after Dr Harsh Vardhan, Pravesh Verma and Ramesh Bidhuri won as MPs.

A fresh election seems almost certain now. Sources informed that a final decision on elections will be taken only after the formation of government in Maharashtra. “The senior leadership will meet after the government formation in Maharashtra. Only then will we get the clear picture,” said a party leader.

However those aspiring for tickets from these three seats are left in a catch-22 situation. “Even if I win from the seat, there is no clarity on whether or not the BJP will form government,” said one of the aspiring candidates. After the Supreme Court’s observation on Tuesday, these candidates now hope that a consensus over elections will reach before November 5, the last day for filing nominations.

The party too has not yet received any formal requests from probably contenders.

In all possibility, the elections in Delhi will take place early next year. Dna had reported in the month of August, that Delhi will go for a fresh election early next year. Months of January and February are the most favorable elections months for any ruling party in Delhi. It is during this time of the year when the fruits and vegetable prices in the capital are at its lowest and the city does not any water or power crises. With the BJP ruling at the center, the winter months are the most favorable months.

The AAP meanwhile criticized the BJP for running away from forming government in Delhi. “The BJP is playing dirty tricks and running away from elections in Delhi,” tweeted Arvind Kejriwal.
