Delhi government asked police to 'consult' them in all matters concerning NCR

While the previous Aam Aadmi Party led government relation with the Delhi police hit a bumpy road when ex Cabinet Ministers Somnath Bharti and Rakhi Birla entered into ugly confrontations with the department, this time around the government has taken more of a serious approach.

Delhi government on Thursday wrote to Delhi Police Commissioner BS Bassi asking the department to 'consult' the state government in all matters concerning the National Capital. Among the issues raised in the letter include police's transfer posting policy, installation of CCTV's and to the surprise of many, the condition of police colonies.

Delhi police, which comes directly under the Ministry of home affairs, has been asked to provide detailed transfer posting policy, and list of officers whose posting violate the policy. On the issue of CCTV's the government has  asked the police department to provide a list of dark zones in the city, so  cameras could be installed at those locations.

“Delhi Police is also requested to send a list of dark spots, which could be potential places of crime against women, to ensure immediate illumination.”

Keeping in mind the relation AAP had shared with police last year, the government has quite tactfully approached the department by evoking the 'miserable conditions' that the police personnel have deal with while living in their official quaters.
 
The letter stated that the condition of police colonies required immediate improvement and that the living conditions of police personnel are miserable and the Delhi government wants to support all steps for improving their living conditions.
 
The government asked the Delhi Police to inform it about the welfare steps being taken by the agency, and if there are any welfare steps awaiting the nod of the central government. “The Delhi government is willing to take up with the central government all possible steps for the improvement in living conditions of police personnel.”

Citing reports received by the government about a large number of public complaints not being registered as FIRs by the police, the government said that it was “desired” that CCTV cameras be installed in all police stations and the state government was ready to bear the cost.

In addition, the Delhi government has sought information from the Delhi Police on issues including the status of implementation of the 2006 Supreme Court judgment in Prakash Singh and others Vs Union of India. The judgment was on police reforms and all states were required to implement it.
