Officers in the Intelligence Bureau (IB) have expressed shock over the Home Ministry's stand on the whereabouts of India's most wanted criminal, Dawood Ibrahim Kaskar. The sleuths who have been tracking the fugitive gangster from the past many years believe that the 'Don' is still enjoying the patronage of Pakistan's Inter-Services Intelligence (ISI).

An officer with the IB on condition of anonymity said: "We knew that Dawood was in Karachi and had his exact location till 2012, but after that, he was shifted to a safe haven near the Afganistan-Pakitsan (AfPak) border for some time, before being brought back to Karachi."

The officer said that one thing was clear: "He still enjoy patronage of Pakistan and its intelligence agency, as they have been protecting him."

Officials in the intelligence agency stated that there were a number of reasons that prompted the change in the way Pakistan handled Dawood over the last few years. "Earlier, Dawood would live right in the heart of Pakistan (Karachi), but after the killing of Osama, there was a lot of pressure and hence, he was shifted to AfPak area," informed another officer.

As the dust settled on Bin Laden's killing, Dawood was brought back into Pakistan, the officer said, adding: "Currently, we know that he is shifting bases in AfPak. One of the reasons being the improvement of India-US ties, which has created immense pressure on ISI to shift Dawood out of Pakistan."

Former Mumbai police commissioner, MN Singh too expressed disappointment on the Home Ministry's stand on the gangster's whereabouts. He said: "Even our intelligence agencies have proved that Dawood Ibrahim is in the patronage of ISI...Hence saying that they have no idea where Dawood is absolutely a big mistake on behalf of the central government."

Singh added: "Since Dawood has become a headache for Pakistan as well, he may be shifted from one place to another due to mounting pressure."
