Dam rehabilitation project cost gets revised

The Cabinet Committee on Economic Affairs (CCEA), on Wednesday, cleared the revised cost estimate of Dam Rehabilitation and Improvement Project (DRIP) increasing it to Rs 3,466 crore from Rs 1968 crore, a government release said. A total of 198 dams from seven states are part of this project, with 69 from Tamil Nadu. The CCEA also cleared its ex-post facto approval for a two-year time extension from July 1, 2018, to June 30, 2020.

Of the Rs 3,466 crore, Rs 2,628 crore will be funded by the World Bank and Rs 747 crore will be funded by the seven states involved in the project and implementing agencies. The remaining Rs 91 crore will be funded by the Central Water Commission (CWC).

DRIP commenced in April 2012 and CWC, under the Ministry of Water Resources, River Development and Ganga Rejuvenation, is the nodal authority. It was a Rs 2,100 crore project when it began and originally envisaged rehabilitation and improvement of about 223 dams in Kerala, Madhya Pradesh, Odisha and Tamil Nadu. Uttarakhand, Karnataka and Jharkhand joined the DRIP later.

DRIP's aim is to improve safety and operational performance of dams and mitigate risks to ensure the safety of downstream population and property. It comprises three components, which include rehabilitation of dams and appurtenant structures, institutional strengthening and project management.

Rehabilitation of dam structures involves treatment of seepage through masonry and concrete dams, reduction of seepage through earth dams, improving dam drainage, treating cracks and augmenting flood handling facilities as per hydrological assessment
