CVC evidence leads to Alok Verma's undoing

Report cites evidence against the former CBI chief of influencing probe in serious cases, taking 2-cr bribe

The three-member selection panel headed by Prime Minister Narendra Modi recommended the transfer of IPS officer Alok Verma from the post of CBI chief and the Appointments Committee of the Cabinet subsequently posted Verma as DG, Fire Services, Civil Defence, and Home Guards. The reasons for his removal from the top post are alleged corruption charges as well as suspicious conduct in few cases.

Two other members of the panel were CJI nominee Justice AK Sikri and Leader of Congress in Lok Sabha Mallikarjun Kharge. The panel arrived at a 2:1 verdict wherein PM Modi and Sikri were for Verma's removal while Kharge registered a note of dissent.

Sources said that the panel felt that as a detailed investigation, including criminal investigation, was necessary in some cases, his continuation as CBI Director was not desirable, and that he should be transferred.

The panel, sources said, was informed that the CVC found evidence that Verma influenced the investigation in Moin Qureshi case and that there was evidence to prove he took bribe to the tune of Rs 2 crore. The CVC was of the view that his conduct in the case is suspicious, and that there is a prima facie case against him. It also felt that the entire truth will come out if a criminal investigation is ordered.

The panel took into account the extremely serious nature of observations made by the CVC against Verma. "The panel was of the view, that being the head of a very sensitive organisation, Verma was not functioning with the integrity expected of him," sources added.

In the IRCTC case, the CVC felt that it can be reasonably concluded that Verma deliberately excluded a name from the FIR, for reasons best known to him. The CVC also found evidence against Verma in several other cases as well.

The CVC also found instances of wilful non-production of record, and fabrication of record. The Committee also took note of Verma's attempts to induct officers of doubtful integrity in CBI.

In response to the insinuation that he was not given a chance to be heard, it may be noted that Verma was given an opportunity to present his case before the CVC, in presence of Retd. Justice Patnaik.

Supreme Court also provided a copy of the CVC report to Verma's advocate.

The mandate of the Selection Panel headed by Prime Minister is limited to appointment of CBI chief, and transfer of CBI chief.

Allegations So Far

  • The three-member panel, sources said, was informed that the CVC found evidence that Verma influenced investigation in several high profile cases like the Moin Qureshi case and the IRCTC case. 
  • The CVC report also cited that there is evidence to prove that Verma took bribe to the tune of Rs 2 crore.
