Culture vs religion: Changing times change age-old norms

Muhammad Sayyid Tantawy, Grand Imam of al-Azhar, issued a fatwa in October 2009 arguing that veiling of the face is not required under Islam. He had reportedly asked a student to take off her niqab when he spotted her in a classroom, and he told her that the niqab is a cultural tradition without Islamic importance. Recently, Saudi Arabia's religiously conservative rules constraining the actions and attire women wear are showing signs of possibly relaxing. Lebanon is known to be one of the most progressive Arab countries in women's rights. In Algeria 2018, the government passed a law banning the wearing of full face-veils, called burqas or niqabs, for women at work.

There is no legal hijab enforcement in Afghanistan; opposers to the burqa claim it is not Islamic, nor part of Afghan culture; In Egypt 2016 and 2017, the government and parliament made moves to ban the burqa with leading politicians arguing the full-face veil is neither an Islamic tradition, nor required in the Koran; Under Indonesian national and regional law, female head-covering is entirely optional and not obligatory; In Baghdad and Iraqi Kurdistan, women are free to choose whether or not to wear the hijab; in Jordan, there are no laws requiring the wearing of headscarves nor any banning such from any public institution ; in Malaysia, the headscarf is known as a tudung, which simply means "cover".
