Criminology professor, wife end life, name two IPS officers in suicide note

Mystery shrouds the suicide of renowned poet and film lyricist Santosh Anand's son Sankalp Anand, who along with his wife Naresh Nandini Anand and four-year-old daughter Ridhima, jumped before a speeding train in Mathura (west UP) in the wee hours of Thursday.

Sankalp (38) and his 34-year-old wife, who had driven to Mathura from their home in Rohini in Delhi, died on the spot while their daughter had a miraculous escape though she suffered severe injuries and is in a critical condition. Sankalp was a professor at the National Institute of Criminology and Forensic Sciences (NICFS) under the ministry of home affairs. The MHA has ordered an inquiry into the incident.

In his 11-page suicide note, found in his car parked near the railway tracks, Sankalp has named two IPS officers and a woman as having compelled him to take the extreme step. He has said he had become involved in a racket along with other NICFS officials, and the resulting financial crises had led him and his wife to commit suicide, police told reporters on Thursday.

Interestingly, one of the officers, Kamlendra Prasad (IPS, 1981 batch), posted as DG, UP Police Housing Corporation, is in the running for the post of UP Police chief. Till June this year, he was director, NICFS. The other IPS officer Sanjeev Mittal was a DIG at the Institute. The woman, named in the suicide note, Sapna Goyal was allegedly a go-between.

Apart from the hand-written suicide note, Sankalp's voter ID and driving licence were also found in the car.

Sankalp's father Santosh immediately rushed to Mathura on being informed about the tragedy. Santosh Anand, who has won the Filmfare Award for Best Lyricist twice, was completely devastated.

"The reason behind this suicide is the immense pressure being put on me for my and others' illicit deeds," Sankalp's suicide note read.

He stated that his troubles began in December 2012 when he was named the DDO (drawing and disbursing officer) of NICFS. "After that institute's director Kamlendra Prasad, DIG Sandeep Mittal and BN Chattoraj told me that under a construction scheme, Rs250 crore have been allotted and to execute the responsibility, they will need a construction company. Subsequently, a Gurgaon-based company named Intergen Energy Ltd. was elected," he writes.

He has written that along with some other officials, he also got a share from the money paid as advance by this company, though this amount should have been deposited in the NICFS account.

"Till that time, I wasn't aware that the whole scheme was fake. During the same period, they were also running a fake job racket. For the same, they also publicized an advertisement in Employment News in October 2012. My companion Simi Shankhdhar and her husband Amit Shankhdhar had collected Rs1 crore from the candidates assuring them the job," Sankalp wrote.

"A part of the total amount was also handed over to institute's director and DIG. But in February 2013, the officials of Intergen Energy Ltd. and few other people started threatening me. When I complained to DIG and director about the same, they told me that I will have to solve this problem myself and will have to bring more customers in the scheme.

"After that I brought many people there who gave a lot of money. The transaction of money was being done among Intergen company, institute's director and DIG. Being happy with my performance, director and DIG assured me that they will make me permanent there. But after that the situation worsened and a man named Gauri Shankar started giving me threat calls. He blackmailed me and asked me for extortion money. I had to give him some money.

"A woman named Sapna Goyal and DIG Sandeep Mittal want to kill me so that I will not be able to expose their crimes. Sapna and NFL Police Station's investigating officer have also taken Rs50 lakh from me. They keep threatening me of the names of probing officer and Sandeep Mittal and want to grab my land as well.

"I can't tolerate it anymore and finally ending my life. Nobody is ready to return my money and want me to be dead. This is my death statement. The Mayur Vihaar flat, in which I dwell, is of my wife Naresh Nandani and it should be given to my parents."
