Apprehending a massive turnout during a demonstration by the Jat community seeking caste-based reservations, scheduled for March 20, law enforcement agencies have made 11 ‘temporary prisons’ across the national Capital, in schools and stadiums.

Interestingly, Delhi Police had sent a detailed proposal to the home department of the Aam Aadmi Party (AAP) government this week to make prisons at 22 locations on a temporary basis for the Jat agitation, but the plan was turned down. Furthermore, the state home department directed Delhi Police to convert four stadiums and seven schools into temporary jails.

The state home department stated, “There is no need to make temporary prisons at 22 locations since huge manpower will be required to make them functional. Adding to it, food and medical arrangements will also be needed. It does not seem feasible to open temporary prisons.”

Furthermore, the home department directed Delhi Police to convert stadiums and schools into temporary jails but only when the force makes all “necessary arrangements like food, mobile toilets, ambulances and water facilities”.

After directions from the Delhi government, the police have converted stadiums in Model Town, Bawana, Alipur and Bijwasan into temporary jails, apart from seven schools in outer Delhi.

Unhappy over their proposal being shot down by the state government, a senior police officer said on condition of anonymity that in case they required more space to keep the agitators, they will use police station premises.

Later in the day,  senior IPS officer Dependra Pathak said, “Prohibitory orders under Section 144 has been placed due to the parliamentary session. Tractors and trolleys will be stopped at border areas. We will deploy 110 companies of paramilitary and state police forces on city roads and a three-tier security system will be in place.”

He appealed to parents whose children are giving board exams to reschedule timings so that they could reach school on time. And finally, appealing to the protesters, Pathak said, “We appeal with the protesters to maintain peace.”

Earlier, central intelligence agencies had warned the Ministry of Home Affairs, paramilitary forces and Delhi Police that Akhil Bharatiya Jat Aarakshan Sangharsh Samiti (ABJASS), which is spearheading the protest, is carrying out secret meetings across the city to get logistic help from the community members living here. As the parliamentary session is on, the Jat Community has decided to gherao the Prime Minister’s residence and Parliament House to glean maximum mileage.

Intelligence agencies have also stated that the agitators will get help from the members of Delhi’s Jat community to enter the city.
