Congress leader Salman Khurshid on Thursday termed the decision of the Delhi Police to slap sedition charges on JNU students' union president Kanhaiya Kumar a "clear case of over-reaction".

"I think it's a clear case of over-reaction. I don't think this amounts to sedition. Assessment of whether it was good, bad, proper, improper, etc. is a different thing altogether," he said on the sidelines of a conference organised by the Society of Indian Law Firms.

"It may be improper in the extreme. In fact, if we hadn't been diverted by sedition, I think condemnation of this would have been clearer and unanimous in one voice. But, now, everything seems to have got confused and, therefore, it lacks clarity. I don't think sedition charges will be made out at all," he said.

Kanhaiya is facing a sedition case over an event on the JNU campus during which anti-national slogans were allegedly raised. Asked about the attack on journalists in Patiala House court complex, Khurshid said, "All I can say is it's awful. It's terrible."
