Local BJP leader Shikhar Agarwal, who is also named in the FIR, blamed slain police inspector Subodh Kumar Singh for Bulandshahr violence.
A day after a Bajrang Dal activist appeared in a video claiming innocence in the Bulandshahr mob violence, another man wanted by police has surfaced in a similar manner.
In the video, local BJP leader Shikhar Agarwal, who is also named in the FIR, is heard blaming slain police inspector Subodh Kumar Singh for the violence which erupted around a police post over alleged cow slaughter.
On Wednesday, a man identifying himself as Yogesh Raj, the convenor of Bajrang Dal's Bulandshahr unit, issued a video message claiming innocence.
Inspector Singh and 20-year-old Sumit Kumar were killed as a mob, which included right-wing activists, clashed with the police.
The new video surfaced on Thursday as Uttar Pradesh Chief Minister Yogi Adityanath met with Singh's family in Lucknow.
Agarwal, who is BJP's Syana unit youth wing president, claimed it was the inspector who created tension by stopping him and others from taking some carcasses to the Chingrawathi police post for filing an FIR over the alleged cow slaughter.
In the latest video, Agarwal is heard claiming that Singh threatened to kill him and his aides.
"I am a BAMS student in Aligarh. I was on my way when I saw that some people were taking away the cow carcass and protesting. I went with them. I saw cow carcass there which was put in a tractor trolley to be taken to the police post. Subodh Kumar Singh stopped us and said that the tractor would not go further. When we said that it should go before the public so it knows the truth, he said it should be buried there. After arguments, we took the tractor away," Agrawal said.
He added that he told Additional Director General of Police Avinash Chandra Maurya about the threat.
"The District Magistrate talked to me. I told him that the SHO threatened to kill me and said he would shoot me dead along with anybody else who came with me. Avinash Chandra Maurya assured me that nobody would kill me. There is also a video of this. He assured me that an FIR would be filed. I handed over the complaint written by Yogesh to Avinash Chandra Maurya and left," he is heard saying in the video.
"After this, Subodh Kumar Singh created an environment of mob violence so there is not just one matter. He did not come on anybody's complaint. The entire incident took place in his presence," Agarwal said.
The BJP leader also accused Singh of being "corrupt" and "siding with the Muslim community" to perpetuate cow slaughter.
"Every child knows how corrupt Subodh Kumar Singh was and how he sided with people from the Muslim community to attack our mothers (read cows). This will not be tolerated. The government should investigate this. I have complete faith in Yogi Adityanath's UP govt. If I am guilty, I should be hanged. Police destroyed my home to take revenge. These forces are for our protection and not for hooliganism," he said.
Both Agarwal and Yogesh are among the 27 people named in the FIR registered by police after the violence.
The FIR also mentioned 50-60 unidentified people.
The police have reported only four arrests so far. Apart from the FIR over the mob violence, they have lodged another on the alleged cow slaughter.
