Congress slams PMO move against civil services

At present, service and cadre allocation to the candidates selected on the basis of civil services examination is made well before the commencement of the foundation course by the UPSC.

The Congress has targeted Prime Minister Narendra Modi and charged that he is trying to "destroy the civil services" by proposing changes in the allocation of services.

Referring to the communication sent by the Personnel Ministry to different ministries seeking comments and necessary action on the PMO's suggestion that service and cadre allocation for civil servants should be done after they undergo the three-month foundation course, Congress leader Anand Sharma said, it is a matter of "grave concern" and a deliberate violation of the wishes of the makers of the Constitution.

At present, service and cadre allocation to the candidates selected on the basis of civil services examination is made well before the commencement of the foundation course by the UPSC.

Sharma said the framers of the Constitution had very consciously chosen to put the creation of All-India Services in the Constitution. There is no Act for it, as they are explicitly put it in the Constitution and thus given constitutional protection.

"But Mr Modi has chosen to interfere with the entire process. They have already created an environment where civil servants feel threatened and insecure. Now, they want to compromise the neutrality of the All India services. I am warning that this government wants to destroy the civil services and the very architecture of administration and governance in India. Let it be governed as per the wishes of the framers of the Constitution," said Sharma.

Meanwhile, Congress communications in-charge Randeep Surjewala also hit out at PM Modi alleging that he has unleashed a "sinister proposal" to destroy the all-India civil services merit.

"MODI- 'Main Objective to Destroy Institutions' Modiji has unleashed a sinister proposal to destroy the All India Civil Services Merit!" he tweeted, adding that "Foundation Marks will demolish UPSC's merit list giving leeway to executive to tamper the merit as per their whims. Unpardonable!"
