The new mechanism of "one state, one in-charge" will be completed by the time the ongoing party elections are over, leading to the president's election by October 15, the party sources said.

Ahead of Congress vice-president Rahul Gandhi taking over after the conclusion of organisational polls by this year end, the Congress plans to start building a new set up in each state. According to a new scheme, instead of concentrating power in a few general secretaries and making them incharge of multiple states, now every state will have a separate in-charge with at least two
AICC secretaries attached to him/her to conduct the party affairs. Also, the idea in the new scheme is that leaders will have a better grip over each state unit before Rahul takes over the party's reins from his mother Sonia Gandhi later this year.

Recently, the party had appointed an eight-member strategic group to overlook the party's media strategy. A realisation has dawned on Congress President Sonia Gandhi at the ineffectiveness of the AICC communication department . The group has been given preference over Randeep Singh Surjewala who was so far deciding the party's media strategy.
The statregy group includes senior leaders Ghulam Nabi Azad, Mallikarjun Kharge, Anand Sharma, P Chidambaram, Mani Shankar aiyar and Jairam Ramesh as well as party MPs Jyotiraditya Scindia and Sushmita Deb.
It is believed that Surjewala's goof-up on Rahul's meeting with the Chinese ambassador had created a lot of embarrassment to the party, which led Sonia to pick senior and experienced hands.
Analysis
The overhaul, almost three years overdue, may have been held up because of a tussle between the party's old guard and the younger lot.
