While the state is looking at joining the nationwide unified market, the opposition Congress and NCP have pointed to loopholes in the plans for the launch of the Goods and Services Tax (GST) regime from July 1. Senior NCP leader and former Finance Minister Jayant Patil demanded that a study group be set up including officers, chartered accountants, lawyers and economists to put forth issues before the Centre like problems in the implementation of the GST.
He added that considering the impact of GST, a committee consisting of stakeholders like farmers and traders and the chief minister, finance minister and leaders of all parties in the legislature be established to create a grievance redressal mechanism and a platform. This will also help in putting forth issues regarding the welfare of the state before the GST council. Patil was speaking on the second day of a special session called by the state government to pass the state GST laws.
On Sunday, the government tabled a Bill to make provisions for levy and collection of tax on intra-state supply of goods or services in Maharashtra and other connected issues. Patil said the GST network software was not completely operationalised at optimum levels.
“Maharashtra’s economic backbone is sales tax (which will be subsumed in the GST). So, this tax (GST) should be implemented with full ability,” said Pawar, adding that few countries across the globe had a common tax rate.
Former deputy Chief Minister Ajit Pawar said that the state government lacked the manpower to implement the GST regime from July 1. He questioned the BJP led-regime about its alternate sources of funds when the Centre stopped its compensation to state government’s for revenue loss after five years. Pawar also called on the state government to waive off farm loans.
