Congress gives regional heads more power

In a meeting of the Congress core committee with state presidents held on Thursday, the PCCs have been given a lot of power and say in campaign matters.

In a move which is starkly different from it’s political rival the Bharatiya Janata Party's, the Congress has taken a highly decentralised view of its preparations of the 2019 election campaign, by empowering its regional leaders in taking decisions for the campaigns of the 2019 Lok Sabha elections. In a meeting of the core committee of the party with state presidents (PCCs) held on Thursday, the PCCs have been given a lot of power and say in campaign matters.

Among the decisions taken at the 8.5-hour long marathon meeting held on Thursday at the party’s Gurudwara Rakabganj office, was to come up with a state-wise charge sheet of the Modi government and its policies.

"We have also been asked to come up with a two-page state-specific manifesto note, which will be part of the national manifesto,” one of the party presidents present in the meeting told DNA. 

PCCs have also been asked to organise a workshop for party workers to tackle with EVMs in their locations: the rights and duties of party works with regards to EVMs. Additionally, party offices across the states will build their own war room, as well as being equipped with video-conferencing facilities. 

The Thursday meeting follows the two-day meeting of the election committee held on January 2 and 3 where the core committee, the body entrusted with election campaign work, met with AICC general secretaries, secretaries, in-charges and head of frontals organisations. 

State party units have also been asked to come up with a docket of sorts which will have data of the party’s booth-level workers, workers who have been registered on the Shakti platform, a list of first-time voters and specifics about communities and groups that can help the party’s chances.

The party’s Northeast leaders, including Pradyut Bordoloi, Ripun Bora, Pradyot Debbarma, Gaurav Gogoi, Birajit Sinha, Bhupen Bora and AS Arthur, spoke about the Citizenship Amendment Bill for a while. 

Pradyot, who has filed a PIL in the Supreme Court for the updating of the National Register of Citizens in the Supreme Court, said that the party needs to tell the voters that except for the Asom Gana Parishad, none of the NDA allies have done anything to oppose the Bill.
