Congress furnishes new documents on Rafale deal

The Congress brought out a new set of ICICI bank's publically available 'management meet' notes on Friday to vindicate its allegations of corruption in the controversial Rafale fighter jet deal.

"These management notes further prove that flouting all norms, the Modi government handed over a Rs 29,500 crore offset contract to Reliance Defence Limited (RDL) owned by Anil Ambani, which had zero experience in aircraft manufacturing," alleged Congress spokesperson Pawan Khera.

"The silence of the Modi govt on the new 'skeletons' that have tumbled out of their 'Rafale Scam' cupboard, is a precursor to the storm which they are about to face," warned Khera.

"Now a third-party document has reiterated the same figures of the commercial cost of the 36 Rafale jets, unilaterally signed by PM Modi in France, as also the offset/life cycle cost obligations being handed over to his crony friend," he added.

He said, the management meet notes of ICICI bank, dated February 28, 2016, is the sixth proof that establishes foul play in the Rafale deal.

According to the notes cited by Khera, RDL had already formed a joint venture with Dassault for execution of offset obligations, as a part of the 36 Rafale fighter jets purchased, valued at Rs 59,000 crore.

"The management had pegged this opportunity from the Rafale programme at Rs 1,05,000 crore. Dassault Reliance JV will provide performance based logistics for 50 years (scope includes maintenance, repair, overhaul and upgrades). If awarded, it is also expected to execute additional orders of Rafale fighter aircraft for Indian Armed Forces under the 'Make in India' programme," said Khera.

Khera further asked, if Dassault Aviation in its Annual Report can reveal the price per aircraft and if Reliance Defence can reveal the price per aircraft, if a retired bureaucrat who was the head of finance in the Defence Ministry can reveal the benchmark price, why can Modi not reveal the price.

THE DEAL

In 2015, PM Modi announced India will buy 36 French Rafale fighter jets from Dassault. The Rafale was chosen in 2012 over rival offers from US, Europe and Russia.
