These two words led to 'unparliamentary' war between Congress and BJP in Rajya Sabha

Arguments on the usage of two words 'despondency and frustration' led to altercation between Congress and Left members on one side and treasury benches on the other resulting in adjournment of the upper house during the zero hour on Friday.

It all began when JD (U) leader Sharad Yadav raised the issue of growing unemployment in the country and blamed the government for giving attractive slogans Make in India, Stand Up India but doing nothing on the ground.

Referring to BJP's election promise, Yadav said "You promised to give two crore jobs every year but the condition is such that in organised sectors jobs are reducing every year. There were 9 lakh job in 2011 that came down by half to 4.19 lakh in 2013 and in 2015 slumped to 1.35 lakh."

Nearly two dozen members cutting across party lines associated themselves with the issue, including Congress leader Anand Sharma and CPM's Sitaram Yechury.

Capitalising on the building support Yechury castigated the government for generating only 1% jobs for 1.3 crore youth that is joining the job market every year.

Anand Sharma supported Yechury seeking a discussion on the very important issue.

"It is a serious issue. The situation in the country is such that the youth is disappointed. They are not getting employment. The house should discuss the issue. Employment is going down. Just talking about Start Up India and Make in India will not help, the need is for Modiji and government to Standup,"said Sharma.

Some Congress members also alleged that there is an atmosphere of disappointment and frustration in the country prompting junior parliamentary minister, Mukhtar Abbas Naqvi to say that it is Congress which is feeling despondent and frustrated.

"I am not contradicting Yadavji's figures but I want to say that there is an atmosphere of development and faith in the country. Under the leadership of PM Modi all villages, poor people, farmers and youth are moving towards empowerment. If Anand Sharmaji says there is despondency and frustration, if the despondency and frustration is among some friends in Congress, we cannot help them..."

This immediately led to protests first by Yechury and then Anand Sharma who asked the comment mad towards Congress to be expunged.

Congress members said naming their party and saying it was disappointed was unparliamentary. Naqvi contradicted that "saying there was a state of disappointment in the country was equally unparliamentary and should be expunged.

Deputy Chairman PJ Kurien assured both sides that unparliamentary remarks would be expunged but that did not satisfy Congress and its members, trooped near the Chairman's podium shouting slogans forcing adjournment.

Later, the deputy chairman expunged Naqvi's reference of Congress from the proceedings.
