Hours after the President approved governor's rule, the Centre shifted Chhattisgarh's additional home secretary BVR Subrahmanyam to Jammu and Kashmir on deputation in an apparent bid to spruce-up anti-terror fight in the restive state.

Subrahmanyam, who is considered tough and a no-nonsense officer, has been appointed as the new chief secretary of Jammu and Kashmir replacing BB Vyas who was on one-year extension.

"The appointments committee of the cabinet has approved placing the services of BVR Subrahmanyam (1986 batch IAS officer of Chhattisgarh cadre) presently in the cadre at the disposal of the government of Jammu and Kashmir," reads the short order signed by PK Tripathi, Secretary, appointments committee of the cabinet and establishment officer.

The appointment of Subrahmanyam is seen as a policy shift by the Centre to step up the fight against militancy in Jammu and Kashmir. Subrahmanyam is credited to have overseen the fight against the Naxal insurgency in Chhattisgarh as an additional chief secretary of its home department.

Jammu and Kashmir government also appointed outgoing chief secretary BB Vyas as one of the two advisors of Governor Vohra. Retired IPS officer K Vijay Kumar, who was the head of Task Force that killed notorious bandit Veerappan, has been appointed as another advisor to the governor. Kumar has served in Kashmir as an Inspector General of BSF. He has also served as senior security advisor in MHA.

Earlier, immediately after receiving the President's approval, Governor NN Vohra issued the proclamation to impose Governor's rule in the state under Section 92 of the Constitution of Jammu and Kashmir on Wednesday. It is third time in the last four years that Jammu and Kashmir has been placed under the Governor's rule.

Soon after Vohra chaired a high-level Security Review Meeting with senior Civil, Police, Central Police, Army and Central Intelligence Agency officers at the Raj Bhavan.

The Governor stressed the need for cohesive action to be taken to enforce constant vigil on the International Border and Line of Control, effectively maintaining internal security and ensuring the safety of protected persons, sensitive establishments and installations.

"In this context, the Governor asked representatives of all Security Forces and Agencies to identify all existing gaps and ensure coordinated action on ground for providing prompt and strong counter-terror responses on all fronts," said an official spokesman.

Referring to a recent incident, the Governor stressed the need for prompt action being taken to ensure the safety and security of the people at large by making the fullest possible use of all available technologies.

The meeting also reviewed important security-related issues in regard to the Shri Amarnathji Yatra, which is scheduled to commence on June 28, 2018 and identified certain issues which shall be dealt with on most urgent basis.

Vohra separately held a meeting with all Administrative Secretaries and the senior-most police and Forest Service officers at the Civil Secretariat. This was the Governor's first visit to the Civil Secretariat after the imposition of Governor's rule in the State.
