Centre to restart junked IAP scheme for Naxal districts

Wary of Maoist resurrection after two major hits in Chhattisgarh, in which 36 CRPF jawans perished, the Modi government is all set to bring back the Integrated Action Plan (IAP), started by the Congress-led UPA government in 2010-11.

The scheme to provide Rs 30 crore per district per year for purely developmental activities was unceremoniously junked by the Modi government within one year of coming to power in 2015.

"I am aware of the concerns that were raised by the DCs and SPs about the IAP and we have decided to restart the scheme. The proposal has been sent to the finance ministry for approval," said Rajnath Singh replying to a query by DNA.

In the meeting of 10 Left Wing Extremism (LWE) affected states on May 8, several District Magistrates and Superintendents of Police of the 35 worst affected districts had raised question mark on the discontinuation of the IAP scheme.

They were unanimous that discontinuation of IAP has been one of the key reasons for the resurgence of Maoists of late as the development work undertaken on a massive scale had decreased the Maoist influence on the tribals who had started joining the mainstream.

"The security-centric approach is not the answer to the Maoist problem as excesses are inbuilt in such a situation which prompts adivasis to join the Maoists," an SP from Chhattisgarh had said.

Till January 7, 2016 the Centre had incurred an amount of Rs 8,712 crore for over 1.39 lakh developmental projects in 82 districts covered under the IAP. The major works under IAP related to construction of school buildings, anganwadi centers, drinking water facilities, construction of rural roads, Panchayat Bhawans, PDS shops, livelihood activities, skill development, minor irrigation works, health centres, special coaching classes for students etc.

MHA sources said the IAP scheme would be relaunched in its old avatar, which means that the funds would be allocated by the Centre directly to the three-member committee headed by the DM. The committee, that would also include SP and DFO, would decide on developmental works to be undertaken in consultation with the panchayats and public at large.

"The amount per district is yet to be decided. There may be certain changes in the list of 82 districts as some of these districts are not directly affected by LWE violence. The MHA is expected to monitor the scheme directly," sources said.
