Centre to monitor UDAAN candidates from J&K through Aadhaar link

The central government has decided to take UDAAN — the special industry initiative for the youth of Jammu and Kashmir — on direct benefit transfer platform by linking it with Aadhaar to track down and monitor the candidates.

The cabinet committee of economic affairs (CCEA) is expected to give nod to the decision soon to enable monitoring and tracking of UDAAN candidates for two years.

Currently, tracking of candidates is being done only for 3 to 6 months making it difficult for the government to see the efficacy of the scheme.

According to the new decision no new candidate will be taken for training without Aadhaar seeding into their bank accounts, sources said.

Clarifying the tracking part, sources said, it does not have any ulterior motif, but to ensure better results through the scheme and see that attrition rate can be reduced.

To make the scheme more lucrative the CCEA is also expected to clear the proposal for introducing a stipend of Rs 6,000 for up to four months to candidates who have completed training besides raising the on-training stipend from Rs 2,500 to Rs 4,000 per month per candidate.

Last year, the Modi government had approved extending the UDAAN scheme for three years till 2019-20 without increasing any budgetary outlay for it as an expenditure of only Rs. 257.45 crore had taken place out of the total central share of Rs. 750 crore leaving an unspent amount of Rs. 492 crore.

The Centre plans to complete the target of 21,000 job offers in the next three years.

Though the scheme was a non-starter in its initial phase, it picked up some momentum in 2013-14 after Congress led UPA government after much coaxing managed to instil confidence among the corporate India to come and join the scheme.

So far, 67 leading corporate in sectors like Organized Retail, Banking, Financial Services, IT, ITES, Infrastructure, Hospitality etc. have partnered with MHA and National Skill Development Corporation (NSDC) under UDAAN with a commitment to train and absorb youth from insurgency ridden region.
