Centre lists agitating farmers as a threat on Independence Day

As if the already existing threats from all sorts of terrorist outfits – al farmers ), Jaish-e-Mohammed (JeM), Indian Mujahideen (IM), Ansar-ul-Ummah (AU) were not enough, the Centre in a seven-page advisory sent to the directors general of police (DGPs) and inspectors general of police (IGPs) of all states and UTs has asked them to keep a sharp watch on national alliance for farmers movement (NAFM) that it brands as an "Outfit".

For the Central security agencies, threat on the Independence Day can emanate from anywhere and anybody, including the poor farmers who were agitating against the land acquisition bill and demanding loan waiver.

As if the already existing threats from all sorts of terrorist outfits – al farmers ), Jaish-e-Mohammed (JeM), Indian Mujahideen (IM), Ansar-ul-Ummah (AU) were not enough, the Centre in a seven-page advisory sent to the directors general of police (DGPs) and inspectors general of police (IGPs) of all states and UTs has asked them to keep a sharp watch on national alliance for farmers movement (NAFM) that it brands as an "Outfit".

Lamenting that farmers' organisations have tried to project the Prime Minister as anti-farmers, the advisory says, "National Alliance for Farmers' Movement (NAFM) had earlier planned to organise a national level rally on August 15, 2015 at Red Fort to demand implementation of Dr Swaminathan committee report, oppose land acquisition bill, demand loan waiver of farmers. Though the plan has since been shelved, sharp watch is nevertheless required on the activities of the outfit."

In the next para, it goes on to say that "in view of the above, a comprehensive security plan should be formulated and put into operation during and in the run up to Independence Day celebrations 2015. Intelligence units/channels may be alerted to collect information/intelligence having a bearing on the Independence Day celebrations for taking necessary preventive and offensive measures to neutralise any threat."

Virtually pulling out all possible angles of threats, the advisory cautions attacks from Pakistan-based terrorist groups, IM, SIMI, Sikh terrorist groups, northeast insurgent groups, especially by the recent formation of united national liberation of West South East Asia (UNLFWSEA), NSCN (K), Maoists, secessionist outfits, remnants of LTTE and rabid communal elements.

Citing an uncorroborated input, the advisory says that LeT was planning a major attack in India in near future by a group of 8-10 Pakistani terrorists/ suicide bombers possibly on a railway station or a hotel. These terrorists would attempt to enter India either via sea route from Karachi or through J&K. Their likely targets could be ruling coalition at the Centre and its associates.

The advisory also takes into account a recent intelligence input according to which Pak-based terrorist groups were planning to execute a terror strike possibly in Gujarat or Mumbai around September/October 2015.

Besides, four LeT operatives have been sent to Delhi via Wagah border for unspecified purposes that may include recce of selected targets and act as sleeper cells.
