In the case of the contacts between India and Russia signed on the AK 103 assault rifles deal, India has recently told Russia that in government-to-government contracts, offset deals should be done between PSUs, and hence rejected the Russian government's proposal to have Adani Group as a partner for a joint venture to manufacture the assault rifles.
"The same government, which was a signatory in the Rafale deal with the French government said that it had no knowledge of the offset contract signed between the private companies, which included Adani Group. How's it different in this case?" he asked
"There is only silence instead of answers. The government is acting selectively and discriminatorily, and it is making rules as it goes along. The government has shifted goalposts several times and converts rules when it suits them," said Singhvi. "These different positions defies logic, and perhaps, according to the government, we are not intelligent enough."

- Reacting to the allegations, finance minister Arun Jaitley, in a late evening press conference, said that the price of the aircraft was in fact 9 per cent cheaper. “From 2007 to 2016, there was escalation, currency variation. Weaponised to weaponised comparison will show 20 per cent difference in price. There is no answer on this,” he said.
