Centre clears Rs 25,000 crore for police forces

Provisions have been made for law and order, women's security, availability of modern weapons, mobility of police forces, logistics support, hiring of helicopters, upgradation of police wireless systems and National Satellite Network.

The Union Cabinet on Wednesday approved Rs 25,060 crore for the modernisation of police forces across the country, with a special emphasis on tackling internal security issues in Jammu and Kashmir, the northeast and Naxal-affected states. The scheme has been approved for a three-year period from 2017-18 to 2019-20.

The central government's share will be Rs 18,636 crore and the states will bear Rs 6,424 crore. Union Home Minister Rajnath Singh said, "We have cleared this umbrella scheme keeping in mind the internal security situation. We will do whatever is needed to ensure a safe and secure India."

Provisions have been made for law and order, women's security, availability of modern weapons, mobility of police forces, logistics support, hiring of helicopters, upgradation of police wireless systems and National Satellite Network.

There are CCTNS (Crime and Criminal Tracking Networks and Systems) and E-prison projects as well.

A central budget outlay of Rs 10,132 crore has been earmarked for internal security-related expenditure for Jammu and Kashmir, north-eastern states and left-wing extremism-affected states.

Law Minister Ravi Shankar Prasad described the decision as "perhaps one of the biggest modernisation schemes on internal security".

A scheme of Special Central Assistance (SCA) for 35 worst left wing extremism-affected districts has been introduced with an outlay of Rs 3,000 crore to tackle the issue of underdevelopment.

"An outlay of Rs 100 crore has been earmarked for the north-eastern states for police infrastructure upgradation, training institutes and investigation facilities," an official statement said.

The Implementation of the scheme will bolster the government's ability to address challenges faced in areas affected by left wing extremism, Jammu and Kashmir and the northeast effectively, and undertake development interventions which will catalyse in improving the quality of life in these areas.

The scheme also provides for setting up of a state-of-the-art forensic science laboratory in Amravati, and upgradation of facilities in Jaipur and Gandhi Nagar.
