M Nageshwar Rao, who took over as the interim director of the Central Bureau of Investigation (CBI) on Tuesday, is an IPS officer of the 1986 batch from the Odisha cadre and a joint director within the agency.

Rao was appointed as Joint Director in the CBI on April 7, 2016 for a period of five years. Before that, he was the Additional Director General of Odisha Police.

Rao hails from Warangal district in Telangana State. He is a Chemistry post graduate from Osmania University, Hyderabad.

As Joint Director in headquarters, he was in charge of several states including Odisha, West Bengal, Haryana, Himachal Pradesh and Jammu and Kashmir. He was also monitoring fund scams and Saradha scam. He was also controversial past with a few complaints against him.

He is the recipient of the President's Police Medal for Meritorious Service, President's Police Medal for Distinguished Service, Special Duty Medal and Odisha Governor's Medal. He also has anti-insurgency experience, having been deputed as DIG (Operations) of the CRPF in Manipur.

His first posting was as a Sub-Divisional Police Officer (SDPO) in Odisha's Talcher in 1989-90, where he demonstrated his tough-cop qualities. Rao has contributed as the SP of the Crime Branch when Belu Das was convicted in the 1991 hooch tragedy that killed more than 200 people in Cuttack. He also served as the head of the Odisha Fire Service.

The decision to appoint Rao as interim director of the CBI came on the day when the matter reached the Delhi High Court as CBI Special Director Rakesh Asthana accused the agency's chief, Alok Kumar Verma, of trying to "falsely implicate" him in a bribery case to "hide" his own alleged "criminal misconduct of influencing investigations in lieu of money."

Agency's Deputy Superintendent of Police Devender Kumar, who was arrested Monday in a case involving Asthana, also alleged the proceedings are not only a shocking portrayal of misuse of authority which undermines the credibility of the institution, but also illustrates how he was made a "scapegoat" to achieve illegal goals.

Integrity Plank

In the govt’s first response to the ongoing turmoil in CBI, Finance Minister Arun Jaitley said it is important to maintain the “integrity” of the central probe agency. Now the big question will be whether Rao will be able to maintain integrity.
